This coin was minted in the Commonwealth of Independent States of Russia.

Michael Gorbachev was president of the Soviet Union from 1985 until December 25, 1991. His attempts at reform helped to end the Cold War, but also ended the political supremacy of the Communist Party of the Soviet Union (CPSU), and dissolved the Soviet Union. He was awarded the Nobel Peace Prize in 1990.

On February 7, 1990 the Central Committee of the Communist Party of the Soviet Union agreed to give up its monopoly of power. On June 12, 1991, Boris Yeltsin won 57% of the popular vote in the democratic presidential election for the Russian republic. He assumed the presidency on July, 10, 1991.

On December 8, 1991, the leaders of the Russian, Ukrainian, and Belarusian republics met in Belavezhskaya Pushcha, to issue a declaration that the Soviet Union was dissolved, and replaced by the Commonwealth of Independent States (CIS). On December 25, 1991, Gorbachev resigned as President of the USSR.

By December 31, 1991 all official Soviet institutions had ceased operations, as the individual republics assumed the central government's role, and the Soviet Union Flag was lowered for the last time over the Kremlin. On January 2, 1992 President Yeltsin instituted his reform program.

Vladimir Putin became President on December 31, 1999. He has served 2 terms, which end March 2, 2008.
